Construction has begun on a new affordable housing development in Rivervale, Western Australia, with a sod turning ceremony marking the start of construction on the 171-apartment project.
Located at 6 Homelea Court, approximately five kilometres from Perth’s CBD, the development will provide new affordable apartments in a well-connected inner-urban location.
The project is being delivered through the Australian Government’s Housing Australia Future Fund and is led by Tetris Capital, which oversees the design, planning, financing and procurement of the development.
Once completed, Home in Place will provide tenancy and asset management services for the building.
Home in Place Group CEO Lyndall Robertshaw said increasing the supply of affordable housing in well-connected locations is essential as rental pressures continue to grow across Australia.
“Our focus is on ensuring people who contribute to their communities can access secure housing close to the places where they work and live,” Ms Robertshaw said.
The first residents are expected to move into the development in early 2028.
About the development
The Rivervale project will deliver a 12-storey residential building comprising 171 affordable apartments, offering a mix of one and two-bedroom homes.
The development is designed to provide long-term affordable rental housing for people experiencing housing stress.
Atlas Building has been appointed as the design and construction contractor following an Early Contractor Involvement process managed by Tetris Capital.

Supporting people who need affordable housing
The development will provide below-market rental homes for priority groups, including frontline workers, veterans, Indigenous Australians, older women and women at risk of homelessness. Its location close to employment, transport and essential services will also help residents remain connected to work, services and community.
The building will include shared indoor and outdoor spaces, helping residents connect with their neighbours and build a sense of community.
Home in Place will maintain an on-site presence once the development is complete, supporting residents and ensuring the building is well managed over the long term.
Mr Bacon said Home in Place’s focus will be on creating a positive residential environment for future tenants.
“Our role is to ensure the building is well managed and that residents have the support they need to sustain their tenancies and feel part of a community,” he said.
Expanding into Western Australia
The Rivervale project forms part of Home in Place’s expansion into Western Australia and builds on the organisation’s existing partnership with Tetris Capital.
Ms Robertshaw said the development represents an important step in the organisation’s strategic growth into the Western Australian community housing sector.
